BROWN JPS SCHOOL COUNCIL
The following is intended to detail the objectives of the School Council and to provide information to the school community on the roles and responsibilities of the various positions of the School Council, as they may exist from time to time. This document should be read in consultation with the by-laws of the School Council.
PLEASE NOTE: Due to Covid-19, all roles will be virtual, and role descriptions should be understood as needing to be modified, as appropriate and/or applicable, in the circumstances.
ROLES AND RESPONSIBILITIES OF THE SCHOOL COUNCIL MEMBERS
A. Primary Objectives of the School Council
- Contribute to the effectiveness of the educational program at Brown Junior Public School and in the community
- Foster cooperation and understanding between the families and School Administration and teaching staff of Brown Junior Public School
- Govern School Council financial matters, including budget management and fund allocation
- Develop and execute fundraising initiatives
- Coordinate with School Administration and the TDSB on school-related issues, including acting as an advisory body to the Principal and TDSB in accordance with section 612/00 of the
- Ontario Regulations Governing School Councils
- Coordinate programming initiatives (which have historically included movie nights, pizza lunches, lunch‐time and after school activities, and speakers)
- Coordinate special events (which have historically included the Fall Fling and Garden Fete)
- Advocate for safety, nutrition, environmental awareness and improved learning resources
- Communicate between School Council and Brown families via the Brown website, email notifications and maintenance of the parent directory
- Work with other School Councils and exchange ideas and experiences at our respective schools
All parents and guardians with children attending Brown JP School (and the virtual school if Brown JPS is the homeschool) are welcome to be members of the School Council, are welcome to attend all School Council Meetings and are welcome to express their opinions, provide input into and to ask questions of the School Council.

C. Roles and Responsibilities
Chair

The Chair’s role is to oversee operations of the School Council, to liaise with the Principal and Vice Principal on a regular basis, to schedule and chair School Council meetings, to oversee and assist where necessary all other committees and to advocate on behalf of and support all parents with respect to questions, issues and ideas. |

Vice Chair

Treasurer
Role | The Treasurer’s role is to work with the School Council Executive to draft an annual budget and to perform the bookkeeping required by the School Council , such as depositing and writing cheques and keeping track of the cash balances. The Treasurer will provide a monthly financial report for presentation at the School Council meetings. The Treasurer is responsible for preparing the annual report for the Principal, TDSB and School Community, a preliminary budget for the following year, as well as any other financial documentation required by the TDSB for School Council operation. |
Tasks | Working under the direction of the Chair/Co-Chairs, he/she must:be guided by the TDSB’s fiscal policies;be available to answer emails from the Principal/Vice-Principal, School Council executive;collect, count and deposit all money made through fundraising;pay all bills and invoices and balance the bank statement;be responsible for providing post-‐project revenue results to the School Council;attend to financial reporting, as described in greater detail below; and support signing officer responsibilities: all financial transactions will require two (2) signing officers. The following is a more detailed breakdown of activities:Banking – make all deposits, prepare, co-‐sign and distribute cheques (re-‐imbursement, vendors and school staff), and conduct monthly reconciliation of bank account(s);Accounting and Financial Reporting – prepare all required reports and ensure all activities are done using QuickBooks or similar tool. Reports include: monthly reconciliation report to share at School Council meetings, monthly cash flow report, end of year report to School Council , Beginning of year report to School Council (at AGM), annual report for School Council , Principal, TDSB and school community, and any ad-‐hoc reports requested by School Council such as detailed breakdown of finances for a specific program (e.g. Garden Fete or other fundraiser). Maintenance of books and records, in accordance with the by-laws and TDBS requirements, including breakdown of where monies are spent and where revenues are generated;Budgeting – work with Chair/Co-Chairs to determine annual budget including fundraising expectations, expenditures for School Council related activities and expenditures for school support as well as prepare a preliminary budget for the following year to present at the last School Council meeting of the year, with input from the Executive and the Principal; andDonations – work with School Council, teachers and office staff to develop a donation report which is shared with the parent body at the end of the school year. |
Time Requirement | The Treasurer’s duties typically require 2-‐3 hours per week on average. Most weeks are lower than that, but preparation for the monthly PC meeting will typically require a greater amount of time. Banking and reporting relating to major events (Fall Fling, Garden Fete, AGM) and preparation of the beginning of the year report, annual report, year-end report and anticipated budget will also require larger than average requirements. Secretary
Objective | The secretary is responsible for taking the minutes at the monthly meeting and finalizing these minutes for circulation to the Executive for inclusion with the agenda for the next month’s PC meeting and, if requested by the School Council, publication on the School Council website or in other communications. This person keeps all records, documents and other property of the School Council, except those kept by the Treasurer. |
Tasks | Record minutes at the School Council meetings and distribute these to School Council Members within a reasonable time of meetings;Must be available to answer emails from the Principal/Vice-‐ Principal and School Council Executive;He/she shall arrange for an Executive Member to record minutes in his/her absence; andCollaborate with the Executive and School Council subcommittees to prepare newsletters or information releases, when requested. |

Voting Members
Role | The Voting Members will attend School Council meetings, participate in discussions regarding relevant issues and will vote with respect to issues for which a vote is necessary. Committee Chairs and those who participate in meetings regularly are strongly encouraged for this position, as these members will need to have good knowledge of how the School Council works, as well as a good up to date knowledge of current issues. |

Apparel Committee
Role | The Apparel Committee coordinates the planning, ordering, selling and inventory of Brown School clothing and items for the purpose of fundraising and promoting school spirit. |
Tasks | Designing Brown Junior Public School and Panthers clothing and accessory items;Coordinate artwork, logo design and mock-ups;Strategize branding, pricing and product diversification;Plan quantities based on current inventory, demand and budget;Procure competitive quotes from suppliers and review;Assisting with the marketing of the sales of apparel;Coordinate payment to supplier with School Council;Sell clothing at Pop-‐up shops and school events (set-‐up, manage table, take down, inventory control);Track sales and inventory of apparel;Organize, manage and attend to distribution of inventory;Report to School Council all sales, costs and inventory counts;Provide info to administration for Panther Press;Work with Brown School on any team or school wide apparel orders; andFuture initiatives may include developing online ordering and distribution. |

Class Parent/Guardian Coordinator
Role | The Class Parent/Guardian Coordinator assists the School Council in identifying, organizing and communicating with class parent volunteers. The Coordinator works with the Executive of the School Council to disseminate information to the class parent volunteers for onward dissemination to classrooms. |
Tasks | Support the process for soliciting and organizing class parent volunteers, which may include promotion and other communications and the collection and collation of information.Create a master list of all class parents that can be used by the Executive, Committee Chairs or other members of the School Council to disseminate information;Assist teachers in identifying class parents. A form is provided to the teachers the first week of school to hand out to the parents in the classroom. If teachers are having trouble identifying a class parent then the Coordinator helps assist the teacher; andOn an ongoing basis, prepare and provide information, communication and/or reminders, as requested by the School Council or Committee Chairs, to class parents for onward distribution to their respective classrooms, including with respect to the preparation of class lists, fundraising and other school activities. |

Class Parent/Guardian Representatives
Role | Class parent/guardian representatives act as liaisons between parents, the School Council and teachers/teaching teams. Given the importance of this role, the School Council has developed a Guide which outlines the functions of this role. Please refer to the “Class Parent Volunteers at Brown Junior Public School Information Guide” available on the School Council website. |
Tasks | Collect and collate classroom information – student names, parent email/phone contacts;Solicit feedback from classroom teacher on School Council initiatives and provide support, as request by teacher;Coordinate teacher appreciation and other gifts;Act as an information resource for parents and help to ensure parents feel connected; andPromote engagement and School Council initiatives and assist with related communications as well as the recruitment of volunteers. |

Volunteer Coordinator
Role | The Volunteer Coordinator assists the School Council in identifying volunteers for the various positions onSchool Council. The Coordinator works with the School Council to disseminate this information to the parent body regarding volunteer opportunities. |
Tasks | Support the process for the collection of volunteer names and contact information at the beginning of the school year via a volunteer form that goes out the first week of school to be returned to the office, which may include preparing and printing such form and establishing the method for distribution. This form highlights a number of one off in nature and other volunteer possibilities;Compile the responses of completed volunteer forms or other requests and send names and contact information onto the Executive and the appropriate Committee Chairs to then follow up; andSupport the process for the solicitation and organization of volunteers throughout the school year |

Communications Committee
Role | The Communications Committee will assist with facilitating communications with and on behalf of the School Council, the Principal, Vice-‐Principal, TDSB, Community Members, Parents and Students. |
Tasks | Content CoordinatorCollate and prepare content for regular and ad hoc communications of the School Council, as required;Work in partnership with the School Council Chairs & Vice Chair to determine an editorial schedule suitable to the news/community events, etc. the School Council would like to report;Ensure there is no overlap with the Principal’s weekly Panther Press publications (published every Friday); andShare content with the Communications Editor, who will draft the newsletter or other communications in Mailchimp (or School Messenger) and circulate it to the Content Coordinator and School Council Chairs for sign off.Communications Editor Following receipt of content from Content Coordinator, the Communications Editor designs, drafts, formats, acquires approval, and publishes the School Council newsletter on a regular basis as well as other communications, as agreed by the Content Coordinator & School Chairs;Maintain and update, as necessary, the database of email addresses for School Council communications, including assisting with the coordination and distribution of sign-up information at the start of each school year, which may entail liaising with the Administration and the School Council; Design & maintain templates in Mailchimp;Manage Mailchimp accounts, payments, and send expenses to the treasurer for reimbursement; Be available to send out weekly or bi-weekly notices, at times on minimal notice;Ensuring that there is a back-‐up person in place if you are unavailable. (i.e. vacation);Liaising with other School Council committees to support marketing and publication strategies (e.g. Eco Committee, Covid-19 Preparedness Committee, Virtual Events, etc);Assist with the design and coordination of large format communications – such as posters for distribution around school (time commitment: variable, depends on the project); liaising with teachers to ensure that important dates and events are represented (e.g. sports, World Changers);providing copies of the School Council newsletter or other important communications to the Administration for inclusion in the Panther Press; andensuring that important information is provided to the website Editor for inclusion on the School Council ’s website. |

Website Editor
Role | The Website Editor is responsible for maintaining the School Council’s website on an ongoing basis. |
Tasks | Responsibility for ongoing updates to website content, look and formatting (as required), which may include updating or adding text, uploading of images, formatting of content, etc. using a WordPress CMS or other comparable platform;Facilitate occasional software updates / resolution of plug in conflicts.Monitor and ensure that the School Council domain is renewed and paid for (through webcentre.ca) and our hosting account is renewed and paid for through Bluehost.com (approx. $ 150 a year). This amount will need to be expensed and given to the Treasurer for reimbursement;Update events on website, i.e.: posting School Council meetings, concert dates, PA days etc.; andUpdate the latest news or comparable section on the School Council website liaising with School Council teams to update major event pages on the website. |

Social Media Editor
Role | Create a sense of connection and community with creative content and messaging across relevant social media channels. Brown School Council has representation in Instagram, Facebook, and more recently Twitter. |
Tasks | Keep social media channels updated with fresh, and relevant content in line with the views of School Council, the Principal, and the TDSB; Report timely messages about events, school matters, announcements, and holidays; andEngage with the communities / answer questions that come up in these channels. |

Eco Committee
Role | The role of the Eco-Committee is to support Brown School in its bid to gain TDSB Eco Schools certification. |
Tasks | At least one member should attend School Council meetings and events;Support meetings and events with eco practices and suggestions such as energy conservation, recycling initiatives etc.;Proactively communicate with the parent body about school eco initiatives and tips for parents interested in supporting their children’s environmental education;Endeavour to develop an Eco Committee with parents from the community to share their views and help to create a more robust eco‐schools presence;Support the Eco-teachers and their curriculum through various initiatives, as determined by the Eco Committee in consultation with the School Council Chairs and the Principal;Create Eco Stations with a teaching focus on waste collection and work this station with Eco Committee and other environmentally interested parents, demonstrating how garbage is to be treated;Work with Garden Fete committee to make environmentally conscious decisions for games, food, décor; andSupport Brown with other Eco friendly initiatives as asked and as able. |

Fundraising Committee
Role | The fundraising committee is responsible, in consultation with the School Council Chairs, for the fundraising strategy of the School Council for the school year, including: identifying opportunities and initiating/organizing and liaising with relevant sub-committees and other committees and the Passive Fundraising Event Coordinator for events and initiatives; executing, overseeing and coordinating on fundraising initiatives (including preparing and overseeing relevant communications/promotions strategies); and reporting with respect to same. The Fundraising Chair is responsible for leading the Fundraising Committee in its responsibilities as well as liaising with the School Council Chairs and the Administration on behalf of the Fundraising Committee. |

Passive Fundraiser Event Coordinator
Role | To coordinate a passive fundraiser for the school. Examples of past fundraisers include QSP and Dance-a-thon. |
Tasks | Identify passive fundraising opportunities and select one in consultation with the School Council Chairs. The nature of any such fundraiser will vary, but duties may include the following items:Liaise with representatives of fundraising organization and support the solicitation of other volunteers;Meet with volunteers to discuss the details of the campaign including timelines, prizes, and communications;Ensure that the Administration of the school and the Executives are aware of upcoming campaign date and details;Organize, with the support of the Administration, any necessary school assemblies or other events;Assemble/organize and deliver, ideally with assistance from other volunteers, any items to be handed out to students or teachers, as applicable. Note for 2020/21 school year, handouts may not be relevant;Assist with the preparation of communications – announcing the start of fundraiser and other important details, any prize announcement or other special blast, reminders (as required), including when fundraiser is coming to a close, and thank you blast with details of any winners and amount the school raised; and Responsible for the process for any form/money collection and providing ongoing updates to the Executive, as reasonable. |

World Changers
Role | The World Changers Committee at Brown Junior Public School is focused on Outreach. The program addresses both local and global issues and its mandate is to raise awareness, educate and occasionally raise funds for various causes. The World Changers loosely follow the suggested “curriculum” for Free The Children but support other organizations and initiatives as well. |
Tasks | Map out an annual calendar of World Changer campaigns for the school year.Meet weekly/bi-‐monthly with World Changers to review campaign, produce in house promotional materials, and write announcements; students of all ages are invited to participate.Promote each campaign to teachers, student body and (where appropriate) parent community.Support each campaign (collecting materials for food drive, dropping off food or warm clothing, counting funds, sorting donations).Coordinate with organizations for drop-‐off and pick-‐up of goods.Sort through and organize donations for the Holiday Hampers initiative (as applicable).Report to the School Council the status of each campaign, funds raised, etc. Provide information to the Administration for the Panther Press. |

Kindergarten Rep
Role | The Kindergarten Rep helps make parents of kindergarten children feel welcome at the school and helps to facilitate information sharing, involvement in the School Council and relationship building with families new to Brown. The Kindergarten Rep will participate in the Kindergarten open house and will help to organize a gathering (virtual or in-person, as appropriate) each year for parents of new kindergarten students prior to commencement of school |
Tasks | Respond to inquiries/questions of incoming and/or Kindergarten families;Prepare periodic messages in Panther Press encouraging kindergarten parents to get involved;Organize gatherings (virtual, if necessary) to help kindergarten parents meet fellow parents;Attend the Kindergarten Open House in the spring for incoming students and provide information on the School Council , the Brown experience and other activities at Brown;Help to organize and attend Kindergarten Playdate in the summer;Organize the Kindergarten Playdate Connections (facilitate the introduction (by email) of two families that have registered to participate);Provide input and feedback to the Executive and otherwise support activities and events of the School Council as it relates to Kindergarten families. |

(In the past, these took the form of lunches/coffees during the course of the school year, but best approach will be determined on an ongoing basis.); andDevelop strong relationships with the School Council Executive, teachers, and support staff Work closely with the School Council leads on other school events (historically, Fall Fling, Garden Fete ,etc.) to determine which other events will need support. |

Traffic Safety Rep
Role | Identify and address traffic and safety issues around the school and local community, which affects Brown families. |
Tasks | Identify issues affecting student safety around Brown School re: “the ability for students and parents to arrive and depart Brown Jr. Public School safely.”crossing guard effectiveness, attendance, locationtraffic speedsidewalk width/splash guardslocal construction projectsLiaise with the Administration and School Council to develop strategies to be presented to relevant parties to effect positive change in our neighbourhood. In the past, this has included correspondence and community meetings with City of Toronto workers and our local Councillor, the Administration and School Council, Toronto Police Services, TDSB, and other community members.Examples of work done by this committee and past projects include:the establishment of a school speed zone on Avenue Road, reducing the speed limit to 40 kph during school hourspurchase of the large format Slow Down Kids at Play signs for Poplar Plains Roadworking with the city of Toronto to install splash guards on Avenue Road and other strategies to make Avenue Road safer for children to walk to school (pending)working with the city of Toronto to minimize disruption caused by local construction projects (i.e. Zigg Condos, water main rehabilitation)communications in the Panther Press regarding safe drop zonesworking with Kiss and Rideproposing new parking regulationsrequesting red light cameras communicating to the parent community the work of the committeemonitoring the effectiveness and attendance of crossing guards and reporting absences and substandard practices to Toronto Police ServicesEnsure that all parties (school administration, municipal representatives and staff, TDSB, Brown School Council) are aware of the work of the committee, this involves including these parties in all correspondence chains, sending regular updates. |
